What are the specific guidelines on the labelling of Edible Oils & Fats in India?

Edible Oils & Fats
Codex defines Edible Oils & Fats as, ‘foodstuffs which are composed of glycerides of fatty acids’. They are of vegetable, animal or marine origin. They may contain small amounts of other lipids such as phosphatides, of unsaponifiable constituents and of free fatty acids naturally present in the fat or oil.
Vegetable Oils & Fats are extracted from plant sources and does not include any margarine, Vanaspati, Bakery shortening etc.
The FSSAI has specified the labelling requirements for edible oil and fats. The first criteria that FBOs need to follow is that expressions that exaggerate the quality of the product must not be mentioned on the package, label or in advertisements. You cannot use expressions like “Super-Refined”, “Extra-Refined”, “Micro-Refined”, “Double-Refined”, “Ultra-Refined”, “Anti-Cholesterol”, “Cholesterol Fighter”, “Soothing to Heart”, “Cholesterol Friendly”, “Saturated Fat Free.”
Each container of solvent – extracted oil or any de-oiled meal or edible flour which is packed for sale must have at the time of sale, written in English or in the Hindi Devnagri script the following particulars.
the name, trade name, if any, or or description of the solvent-extracted oil or de-oiled meal or edible flour, as the case may be
If the oil does not fulfill the standards of quality for “refined” grade solvent extracted oils specified in the regulations of Food Safety and Standards (Food Products Standards and Food Additive) Regulations, 2011 for Edible vegetable oil/Vanaspati, a declaration has to appear on the label in a type-size of not less than 50 mm which states.
“NOT FOR DIRECT EDIBLE CONSUMPTION” if the oil complies with the requirements of ‘semi-refined” or “raw-grade 1” grades of oils specified in the regulations Food Safety and Standards (Food Products Standards and Food Additive) Regulation, 2011
“FOR INDUSTRIAL NON-EDIBLE USES ONLY” if the oil does not comply with the above mentioned requirements.
The label must mention the name and business particulars of the producer
The net weight of the contents in the container
The batch number, month and year of manufacture
These particulars above must be given with the accompanying documents if the solvent extracted oils are transported in bulk in rail tank-wagons or road tankers, or where de-oiled meal or edible flour is transported in bulk either for storage in silos or transferred to ship for bulk shipment.
Each container in which solvent is packed must bear the Indian Standards Institution certification mark at the time of sale by the manufacturer or dealer thereof.
Every container in which vanaspati, margarine, bakery shortening, blended edible vegetable oils, mixed fat spread and refined vegetable oil is packed should have in addition to other labelling.
(a) The name/description of the contents, “free from Argemone Oil”.
(b) The mass/volume of the contents.
Every container of refined vegetable oil shall mention on the label
“Refined… (name of oil) Oil.
If the oil is imported then the label must read as
“Imported Refined…. (name of the oil) Oil.
Every package that contains an admixture of palmolein with groundnut oil must display on the label

Every package that contains an admixture of imported rape-seed oil with mustard oil must mention on the label

A package containing annatto colour in vegetable oils shall bear the following label
Annatto colour in oil (Name of oil/oils) used
Every package containing an admixture of edible oils shall carry the following label, namely:—
This blended edible vegetable oil contains an admixture of
(i) ……………….% by Weight(ii) …………….% by Weight
(Name and nature of edible vegetable oils i.e. in raw or refined form)

There shall also be the following declaration in bold capital letters along with the name of product on front/ central panel:

FSSAI had released as document on guidelines for the correct labelling of Canola Oil (Rapeseed Oil), where the apex regulator stated that the Imported Canola Oil should be labeled as:
‘Imported Rapeseed – low erucic acid oil’
‘Imported Refined Rapeseed – low erucic acid oil’
However, this advisory was challenged by the importers of the Canola Oil in the Bombay High Courtand the matter is under judicial consideration.

Sago unit sealed in Salem district

A private sago manufacturing unit at K.N. Pudur in Thevattipatti was sealed by the food wing officials here on Saturday for using banned chemicals.
Team
A team led by T. Anuradha, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department inspected the unit, and found that the chemicals were being used for bleaching.
Officials said that samples were taken from the unit and sent to laboratory. Also, 101 bags of sago that were kept in a room was sealed by the officials. This is the seventh sago unit to be sealed in the district for using banned chemicals.

Adulterated jaggery seized from manufacturing units

Officials find caustic soda being mixed with product

Food safety officials seized adulterated jaggery weighing over 200 kg in raids on jaggery manufacturing units in the district, on Saturday.
Searches in over 150 units revealed the use of chemicals that made the product unfit for consumption. Officials found that jaggery was being mixed with caustic soda, soda bicarbonate, ammonium nitrate, washing soda, maida and milk powder, to make the product soft and also give it a lighter yellow colour.
Food Safety Officer P.Dinesh told The Hindu that traditionally, jaggery was produced only with sugarcane syrup and limestone, making it rich in iron, calcium and glucose.
However, in keeping with public demand for jaggery that was soft and light coloured, manufacturers were using chemicals that were extremely hazardous to health. Buyers as well as manufacturers required counselling, Mr. Dinesh said. “We found out that almost all the factories were shockingly unclean, where the labourers walk into the toilets barefoot and return to stamp on the jaggery mix. We have seized jaggery from all units, and have given them show cause notices, considering there are also farmers engaged in this agri-based activity,” Mr.Dinesh told The Hindu . The administration has planned to inspect the units a fortnight from now and send the manufactured stock for chemical sampling and further action, the Food Safety officer said.

    வெல்லம் தயாரிக்கும் ஆலைகளில் நடத்திய திடீர் சோதனையில் 100 கிலோ ரசாயன பொருட் களை உணவு பாதுகாப்பு துறை அலுவலர்கள் பறிமுதல் செய்தனர்.
    திடீர் சோதனை
    தர்மபுரி மாவட்டத்தில் பாலக்கோடு, பாப்பிரெட்டிப் பட்டி, மாரண்டஅள்ளி, காரி மங்கலம் உள்ளிட்ட பல்வேறு பகுதிகளில் அதிக அளவு கரும் புகள் பயிரிடப் பட்டு வருகிறது. இந்த கரும்புகள் கடகத்தூர், பாலக்கோடு உள்ளிட்ட பகுதி களில் செயல் பட்டு வரும் தனியார் வெல்லம் தயாரிக்கும் ஆலைகளுக்கு அனுப்பி வைக் கப்படுகிறது. தர்மபுரி மாவட் டத்தில் மொத்தம் 200-க்கும் மேற்பட்ட வெல்லம் தயாரிக் கும் ஆலைகள் செயல்பட்டு வருகிறது.
    மாவட்டம் முழுவதும் உள்ள ஆலைகளில் வெல்லத் தின் நிறத்தை கூட்டுவதற்காக பல்வேறு ரசாயன பொருட்கள் கலக்கப்படுவதாக மாவட்ட கலெக்டர் விவேகானந்தனுக்கு பல்வேறு புகார்கள் வந்தது. இதுகுறித்து ஆய்வு செய்து நடவடிக்கை எடுக்க உணவு பாதுகாப்பு துறை அலுவலர் களுக்கு கலெக்டர் உத்தரவிட் டார்.
    ரசாயன பொருட்கள் பறிமுதல்
    இந்த உத்தரவின் பேரில் உணவு பாதுகாப்பு துறை மாவட்ட நியமன அலுவலர் டாக்டர் தினேஷ் தலைமையில் அலுவலர்கள் கோபிநாத், குமணன், கந்தசாமி, சிவமணி ஆகியோர் கடகத்தூர், பாலக் கோடு, பாப்பிரெட்டிப்பட்டி ஆகிய பகுதிகளில் உள்ள வெல்லம் தயாரிக்கும் ஆலை களில் திடீர் ஆய்வு செய்தனர். அப்போது பால்பவுடர், மைதா, வாசிங் சோடா, காஸ் டிக் சோடா உள்ளிட்ட பல் வேறு ரசாயன பொருட்களை பயன்படுத்தி வெல்லம் தயா ரிப்பது தெரியவந்தது.
    இதனையடுத்து தனியார் வெல்லம் தயாரிக்கும் ஆலை களில் பயன்படுத்திய 100 கிலோ அளவிலான ரசாயன பொருட்களை அலுவலர்கள் பறிமுதல் செய் தனர். மேலும் அதில் சில வற்றை ஆய்வுக்காக அனுப்பி வைத்தனர். ரசாயன பொருட் களை பயன்படுத்தி வெல்லம் தயாரிக்கும் ஆலை கள் சீல் வைக்கப்படும். மேலும், அவற்றின் உரிமையா ளர் கள் மீது தக்க நடவடிக்கை எடுக்கப் படும் என்று அலுவ லர்கள் எச்சரிக்கை விடுத்த னர்.

    ராஜபாளையம் பகுதியில் டீத்துளில் கலப்படம் செய்த விற்பனையாளர் மீது ராஜபாளையம் கோர்ட்டில் வழக்கு தொடரப்பட்டுள்ளது. இந்த டீத்தூளை பயன்படுத்தினால் புற்றுநோய் வரும் அபாயம் உள்ள அதிர்ச்சி தகவலும் பரிசோதனையில் தெரிய வந்துள்ளது.
    ராஜபாளையம் ஸ்ரீரெங்கபாளையம் பகுதியில் உள்ள ஒரு வீட்டில் ஒரிஜினல் டீத்துளுடன் கலப்பட துளை கலந்து பேக்கிங் செய்து விற்பனை செய்யப்படுவதாக உணவு பாதுகாப்பு சட்ட அமல் பிரிவு அதிகாரிகளுக்கு தகவல் கிடைத்தது. இந்த ரகசிய தகவலின் பேரில் அதிகாரிகள் விரைந்து சென்று ஸ்ரீரெங்கபாளையம் பகுதியில் உள்ள குறிப்பட்ட வீட்டில் டீத்துள் பாக்கெட்களை சோதனை செய்தனர்.
    அப்போது அதில் கலப்படம் செய்திருப்பது தெரிய வந்தது. இது குறித்து டீத்துள் விற்பனையாளர் பழனிச்சாமியிடம் விசாரணை நடத்தினர். மேலும் அவரிடமிருந்த பாக்கெட்களை பறிமுதல் செய்து திருநெல்வேலி உணவுக்கட்டுப்பாடு பகுப்பாய்வு சோதனைக் கூடத்திற்கு அனுப்பி வைத்தனர். சோதனை அறிக்கையில் கலப்படம் செய்திருப்பது உறுதி செய்யப்பட்டது.
    இதையடுத்து சென்னை உணவு பாதுகாப்பு ஆணையர் உத்தரவின் பேரில், பழனிச்சாமி மீது நகர் உணவு பாதுகாப்பு அலுவலர் மாரிமுத்து ராஜபாளையம் கோர்ட்டில் வழக்கு தாக்கல் செய்தார். பறிமுதல் செய்த டீத்துளை ஆய்வுக்கூடத்திற்கு அனுப்பி ஆய்வு செய்ததில் ஒரு அதிர்ச்சி தகவலும் வெளியாகி உள்ளது. இது குறித்து நகர உணவுப் பொருகள் கட்டுப்பாடு மற்றும் பாதுகாப்பு அலுவலர் மாரிமுத்து கூறுகையில், அரசு அனுமதிக்கப்படாத புற்று நோய் வர காரணமாக உள்ள சாயங்கள் இந்த டீத்தூளில் கலந்திருப்பது ஆய்வில் உறுதி செய்யப்பட்டு உள்ளது. அந்த அறிக்கையின் அடிப்படையில் கோர்ட்டில் வழக்கு தாக்கல் செய்யப்பட்டுள்ளது, என்றார்.
