Food Safety Officers check the godowns

A team lead by Health Officer, Dr Vinod Sharma along with Food Safety Officers checked godowns of Rice, Wheat and sugar at Nehru Market area of ware house in view of the news published in the various news paper regarding unhygienic conditions of these godowns.
The staff present at the time of checking was asked them to maintain the hygienic conditions of godowns under Food Safety & Standards Act 2006.
Few days back under the directions of Director CAPD 08 (eight) samples of PDS Atta were lifted from the different location i.e. Gangyal, Muthi, Janipur Ration Dept. and Flour mills and sent to Food Analyst for analysis.
Moreover, an awareness camp was organized in the office of the undersigned which was attended by dhaba shopkeepers. The Dhaba owners who have not applied for registration licenses under the FSS Act 2006 have been directed to apply and get their licenses. They were also directed to wear mask, apron, cap, gloves etc while preparing the food items.
The shopkeepers apprised the undersigned that they are not using the polythene carry bags and replace them with the biodegradable bags but as these bags are costly than the polythene bags and the customers are not paying the cost of these bags. However the undersigned have also appealed to the customers consumers not to use polythene bags which are in long run injurious to health, can cause Cancer & impotency.
Undersigned also appealed requested to the customers either to bring their own biodegradable bags or pay for the biodegradable bags as per their costs to the shopkeepers and remove the menace of polythene

Border trade not upto the mark

Border trade of the Indo-Myanmar has not been benefitting the traders as expected because the 1995 trade agreement is quite primitive in nature. Another negativity of the border trade is that food items that come from Myanmar to India are also not being checked whether they are fit for consumption in want of laboratories to test the food items. The luke-warm border trading has been due to the lack of knowledge in trade by the local people.
These were deliberated during the 18th Foundation Day celebration of the Indo-Myanmar Border Trade Union (IMBTU) held at Manipur Press Club in Imphal today.
All Manipur Working Journalists Union (AMWJU) president W. Shamjai while speaking on the occasion pointed out that food items coming to India from Myanmar side through the border town Moreh needs a laboratory test to see if these food items are safe for consumption. “However, this cannot be done now as there is not a single laboratory for such task,” rued the senior journalist while Manipur commerce and industries minister Govindas Konthoujam assured that a laboratory only to test the food items coming to India through Moreh be set up by next year.
It may be noted here that on February 27 this year, the Commissioner Food Safety of Health Department, Manipur issued an order under the Food Safety and Standards (Packaging & Labelling) Regulation, 2011 to ban four packaged food items importing from neighbouring Myanmar into India with immediate effect.
The four packaged food items namely Mikko Nutritious Cereal (High Calcium)-25 g, Mikko (3 in 1 instant Coffeemix), Snacks (Bakery items) and Milk and Milk Product and Pickles/Achar items (fruits &fishes), etc have been banned with immediate effect, an order issued by Ram Muivah, Principal Secretary (Health &Family Welfare) and Commissioner of Food Safety, Manipur, said.
It said the above packaged food items are reportedly imported from Myanmar for selling in Manipur without labelling and import license and without indicating the name of the manufacturer, batch number, date of expiry.
Such imported food items are selling in the state in violation of Section 23 & 25 of the Food Safety & Standards Act, 2006 and Regulation No-22 of the Food and Standards (packaging & Labelling) Regulation, 2011, the order said.
Meanwhile, in today’s function, speaking as the chief guest, minister Govindas Konthoujam said due to the primitive nature of the 1995 border trade agreement, the traders are not getting benefits as expected. The minister mooted to modify the agreement to cope with the fast changing business scenerio in the South Asian countries impacted by India’s Look East Policy.
Also speaking on the occasion, Prof N Mohendro suggested for the awareness campaigns both in the hills and in the valley districts injecting the people the knowledge of the border trade. This idea was also shared by senior journalist W Shamjai.

சேலம், ஆக.31-சேலத்தில் உதவி போலீஸ் சூப்பிரண்டு புகாரையொட்டி ‘சீல்‘ வைக்கப்பட்ட குடிநீர் கேன் நிறுவனத்தில் நேற்று மீண்டும் சோதனை நடத்தப்பட்டது. இதுதொடர்பாக உரிமையாளர் தீபக்கை பிடித்து போலீசார் விசாரணை நடத்தி வருகிறார்கள்.கேன் குடிநீரில் நெளிந்த புழுசேலம் நெத்திமேடு இட்டேரி ரோட்டில் ‘ஸ்ரீஅக்வாடெக்‘ என்ற பெயரில் மினரல் வாட்டர் நிறுவனத்தை குணசேகரன் மகன் தீபக் என்பவர் நடத்தி வருகிறார். அவரது நிறுவனத்தில் இருந்து நேற்று முன்தினம் 20 லிட்டர் கொள்ளளவு உள்ள குடிநீர் கேனை, சேலம் ரூரல் உதவி போலீஸ் சூப்பிரண்டு சரோஜ்குமார் தாகூர் வீட்டிற்கு சப்ளை செய்யப்பட்டது.கேன் குடிநீரை பார்த்த உதவி போலீஸ் சூப்பிரண்டு அதிர்ச்சி அடைந்தார். காரணம், அந்த கேனில் புழுக்கள் நெளிந்தபடி இருந்தது. மேலும் கேனில் அரசின் அங்கீகரிக்கப்பட்ட தரமுத்திரையான ‘ஐ.எஸ்.ஐ. என்பது இல்லாமல் ஐ.எஸ்.ஓ. என்ற போலியான முத்திரையுடன் கூடிய லேபிள் ஒட்டப்பட்டிருந்தது.உணவு பாதுகாப்பு அலுவலகத்திற்கு புகார்உடனே ரூரல் உதவி போலீஸ் சூப்பிரண்டு சரோஜ்குமார் தாகூர், சேலம் மாவட்ட உணவு பாதுகாப்பு நியமன அலுவலர் டாக்டர் அனுராதாவுக்கு நேற்று முன்தினம் மாலை 3.30 மணிக்கு தொலைபேசி மூலம் தகவல் கொடுத்தார்.

 

இதைத்தொடர்ந்து டாக்டர் அனுராதா மற்றும் அலுவலர்கள் திருமூர்த்தி, இளங்கோவன் ஆகியோர் விரைந்து சென்று முதல் கட்டமாக பூட்டி ‘சீல்‘ வைத்தனர். இதன் மூலம் சுகாதாரமற்ற குடிநீர் வெளியில் விநியோகம் செய்வது முதல் கட்டமாக தடுக்கப்பட்டது. ‘சீல்‘ வைக்கப்பட்ட செய்தி தினத்தந்தியில் நேற்றே வெளியானது.2-வது நாளாக சோதனைஇந்த நிலையில் நேற்று 2-வது நாளாக உணவு பாதுகாப்பு நியமன அலுவலர் டாக்டர் அனுராதா தலைமையில் அலுவலர்கள் திருமூர்த்தி, இளங்கோவன் ஆகியோர் அடங்கிய குழுவினர் சேலம் இட்டேரி ரோட்டில் உள்ள நிறுவனத்திற்கு சென்றனர். அங்கு சீல் வைக்கப்பட்ட குடிநீர் கேன் நிறுவனம் அதிகாரிகள் முன்னிலையில் திறக்கப்பட்டது.அங்கு மினரல் வாட்டர் தயாரிக்க பயன்படுத்தப்படும் பிளாண்ட் எந்த நிலையில் உள்ளது என்றும், முறைப்படி மினரல் வாட்டர் நிறுவனம் வைக்க அனுமதி பெறப்பட்டுள்ளதா? என ஆவணங்களை ஆய்வு செய்தனர். ஆனால், உரிமையாளரான தீபக் எவ்வித உரிமமும் பெறவில்லை. ஐ.எஸ்.ஐ. தரச்சான்று இல்லாமல், போலியாக ஐ.எஸ்.ஓ. என்ற ஒரு லேபிளை அவரை தயார் செய்து கேன்களில் ஒட்டி இருப்பதும் தெரியவந்தது. மேலும் பல்வேறு கேன்கள் வேறு மினரல் வாட்டர் நிறுவனத்தில் உள்ளவை என்பதும் கண்டறியப்பட்டது. மேலும் குடிநீர் சரியான முறையில் சுத்திகரிக்கப்படாமல் சுகாதாரமற்ற முறையில் பாட்டிலில் அடைக்கப்பட்டிருப்பதையும் அதிகாரிகள் கண்டு பிடித்தனர். பின்னர் பிளாண்டில் இருந்த 24 குடிநீர் கேன்களுடன் மீண்டும் அதிகாரிகள் அந்த நிறுவனத்தை பூட்டி சீல் வைத்தனர்.உரிமையாளர் போலீசில் ஒப்படைப்புஅதன்பின்னர், போலியாக மினரல் வாட்டர் தயாரித்த தீபக், அன்னதானப்பட்டி போலீசில் ஒப்படைக்கப்பட்டார். அவரிடம் இன்ஸ்பெக்டர் சந்தோஷ்குமார் விசாரணை நடத்தி வருகிறார். விசாரணையில், சேலம் மாநகரில் தற்போது மாநகராட்சி வழங்கும் குடிநீர் சப்ளை 15 நாட்கள், 20 நாட்களுக்கு ஒருமுறை ஆவதால், வீடுகளுக்கு அதிகப்படியான குடிநீர் தேவைப்பட்டது. அதை கருத்தில் கொண்டு போலியாக குடிநீர் பிளாண்ட் தயார் செய்து 20 லிட்டர் கேன் ரூ.25 முதல் ரூ.30 வரை விற்பனை செய்தது தெரியவந்தது.தீபக்கிடம் போலீசார் தொடர்ந்து விசாரணை நடத்தி வருகிறார்கள். அக்கம் பக்கம் போலீசார் விசாரிக்கையில் கடந்த 6 மாதமாகவே தீபக், மினரல் வாட்டர் நிறுவனம் வைத்து கேன் குடிநீர் விற்பனை செய்வது தெரியவந்துள்ளது.ஆணையாளருக்கு பரிந்துரைஇந்த நிலையில் உணவு பாதுகாப்பு நியமன அலுவலர் டாக்டர் அனுராதா, மினரல் வாட்டர் நிறுவனம் நடத்தி வந்த தீபக்கிற்கு அவசர கால தடையாணை நோட்டீசு அனுப்பி இருக்கிறார். மேலும் தமிழ்நாடு உணவு பாதுகாப்பு மாநில ஆணையர் குமார்ஜெயந்திற்கும் உணவு பாதுகாப்பு சட்டத்தின்கீழ் அவசரகால தடையாணை பிறப்பிக்க பரிந்துரை செய்துள்ளார்.அந்த பரிந்துரை ஆணையில், தீபக் தயார் செய்து விற்பனை செய்த குடிநீர் பாட்டிலில் ஐ.எஸ்.ஐ. தரமுத்திரை இல்லாமலும், குடிநீர் தயார் செய்யும் இடம் சுகாதாரமற்ற முறையிலும், குடிநீர் பாதுகாப்பற்ற நிலையில் பொதுமக்களுக்கு தொற்றுநோய் பரப்பும் காரணியாகவும் உள்ளது. எனவே, மேற்படி இடத்தில் குடிநீர் தயார் செய்து விற்பதற்கு தடை விதிக்க வேண்டும் என தெரிவிக்கப்பட்டுள்ளது.

New Food Safety Act norms yet to be enforced in Cantt

PUNE: The standards and guidelines set for food items under the Food Safety and Standards Act 2006 and Rules and Regulations 2011, which was implemented two years ago, are yet to be enforced in the state's cantonment areas.
While Pune city has three cantonments - Pune, Dehu and Khadki, the cities of Nashik and Nagpur also have cantonment areas. The act had replaced the Prevention of Food Adulteration Act 1954 from August 5, 2011. But this central act is not being implemented in cantonment areas that incidentally come under the union government's jurisdiction.
Confirming, Mahesh Zagade, commissioner, Food and Drug Administration (FDA) said, "There is no denying the fact that the act has not come into effect in cantonment areas of Maharashtra. We have brought this to the notice of Central Advisory Committee of Food Safety and Standards Authority of India (FSSAI). The designated officer for central licensing has not notified any official to oversee the implementation of the act in cantonment areas."
In the absence of an implementing authority, registration as well as licensing of food business operators in cantonment areas has not been done so far. "That does not mean that our (state's) food safety officials (FSO) let go any misconduct in food business in these areas. Whenever we get any complaint, our officials conduct an inspection and draw samples to rule out any contamination and spurious activity," Zagade said. He added that they were ready to monitor cantonment areas if FSSAI authorizes the state government to issue licenses and conduct regular inspections. "We have already conveyed our willingness to the authorities in this regard," Zagade said. 

When contacted, Aarti Mahajan, vice president of Pune Cantonment Board said, "It is true that the provision of the new food act has not come into force in cantonment areas. Even the ban on gutka has not come into force in our areas. Gutka is being sold rampantly here. As far as food business regulation is concerned, we have a well-designed system in place to ensure that food items and food handlers conform to standards of hygiene and safety."
As per conservative estimates, there are around 15 lakh food business operators in Maharashtra. "We have issued licences to 3.9 lakh food business operators in the state and garnered revenue of Rs 34 crore for the state's exchequer. Maharashtra is the first in the country that has carried out the licencing work of this proportion so far. We are going to intensify the drive during the next two months."

Unlicensed packaged drinking water unit sealed

Officials of Tamil Nadu Food Safety and Drug Administration Department inspecting a packaged drinking water plant at Nethimedu in Salem on Friday.

A packaged drinking water unit found operating without a licence was sealed by officials here on Friday.

The issue came to light after Additional Superintendent of Police Saroj Kumar Tagur was supplied with a 20-litre can of water that contained worms. He immediately took up the issue with T. Anuradha, District Designated Officer, Tamil Nadu Food Safety and Drug Administration Department who inspected the plant in Pudur Itteri Road on Thursday evening.

It was found that the plant was operating without licence from Food Safety and Standards Authority of India (FSSAI).

A fake ISO symbol was used on the cans and untreated water packed in cans and processing machines were found to be kept in unhygienic n conditions. Samples were taken and sent to the Food Analysis Laboratory in Guindy, Chennai. The plant was also sealed.

On Friday, health officials and the police inspected the plant. Addressing reporters, Ms. Anuradha said that as per Section 26, 34 (1) (2) (3) (4), 36, 38 of The Food Safety and Standards Act, 2006, it was found that health risk conditions existed in the packaged cans and ‘Emergency Prohibition Notice’ was served to the owner, G. Deepak. The issue would be taken up with the Commissioner of Food Safety for further action. She said that of the 32 units in the district, 24 units were operating with licence. ‘Nine units produced flavoured drinking water without ISI certification. She requested people to use only ISI- certified branded drinking water and also to check the manufacturing date on the can.

Based on a complaint from A. Suresh, Grade One Officer, Camp Office, the Annathanapatti police are investigating.

Hotel sealed

The Food Safety and Drug Administration Department on Friday sealed a hotel in Arumbakkam for supplying unhygienic food.

“We received a complaint from a customer who had visited the hotel. He alleged that there were cockroaches in the food. On inspection, food safety officials found the kitchen in an unhygienic condition. There were cockroaches. So we sealed the hotel,” said an official.

The Food Safety Department will issue an improvement notice to the hotel on Saturday.

If the hotel rectifies the defects in 15 days, the food business operations can continue, said the official.

The officials will create awareness on food safety among food business operators.

Private water units threaten to give up licences

CHENNAI: Tamil Nadu Packaged Drinking Water Manufacturers Association has threatened to surrender ISI licences of all its 869 members in the state on September 9, to protest against the authorities' indifference towards illegal units.
"The illegal water units continue to operate with impunity due to the lack of clear directions from the southern bench of the National Green Tribunal," association president K Rajaram said in a press release. The green panel banned all illegal units in the state in July, after initiating suo motu proceedings against them.
The association said illegal units function without any licences from the Bureau of Indian Standards or Food Safety and Standards Authority of India. In its interim order, the tribunal said there were only two categories of drinking water — packaged drinking water and mineral water. Therefore 'flavoured water' units should come under either of them.
Rajaram said several industrial units were operating under the guise of flavoured water or herbal water, and most of them were erstwhile ISI licencees, whose licences were cancelled due to poor quality.

Members of Tamil Nadu Packaged Drinking Water Manufacturers Association plan to surrender ISI licences given by Bureau of Indian Standards on September 6 protesting against the functioning of unlicensed units selling ‘flavoured’ water.

There are nearly 890 packaged drinking water manufacturing units across the State. Of this, nearly 310 are in and around Chennai. Despite the National Green Tribunal’s directive in July restricting the functioning of units that sell ‘herbal’ or ‘flavoured’ water without licences, at least 1,000 such units continue to function across the State, said members of the Association.

V.Murali, patron of the TNPDWA, said that supply of packaged drinking water would continue even after surrendering the licences. But, water would be distributed without the ISI mark and there would not be any authority to check the water quality.

On an average, about five crore litres of water is supplied daily across the State. Of this, nearly 2.5 crore litres of water is distributed per day in Chennai.

“We also recently obtained licence from Food Safety and Standards Authority of India to operate the units. But, those units that sell herbal water without any licences continue to function,” he said.

A.Shakespeare, the association’s general secretary, said nearly 870 units that are part of the association plan to surrender the licences.

These herbal water units are not monitored by any regulatory authority. Unlike packaged drinking water unit holders who have to test samples on daily and monthly basis and also subjected to surprise checks regularly, ‘herbal water’ units do not have any quality checks.

The Association members also complained that the licensed packaged drinking water units are affected by the order to get licence from Tamil Nadu Pollution Control Board. However, the Board has not provided licences citing ongoing court cases pertaining to groundwater extraction. The Association’s president K.Rajaram said that they were not a polluting industry and hence licence from the TNPCB was not required.

Though they were prepared, there were obstacles to obtain licences.
